SOUTH AFRICA: NATIONAL POLICY FOR AN INTEGRATED CAREER DEVELOPMENT SYSTEM
The Department of Higher Education and Training (DHET) has produced an excellent policy document on career services for all South African citizens. In a country with rampant unemployment, poverty, and inequality, this DHET publication views career guidance as a policy tool to support the employability of citizens and the sustainable economic growth of society as a whole. Citizens’ rights to career guidance services are based on their constitutional rights of occupational choice and of access to information to support such choices.
The policy document is divided into three sections:
1. Conceptual Framework (that includes rationale, vision, principles, and coordination)
2. Strategic Intent (that includes policy goals, challenges, and opportunities)
3. Implementation (that includes strategy and challenges)

This document is a really good example and model and may help other countries in the development of their own policy.
